public sector does not buy IT for IT's sake, but rather is
driven by advancing the President's priorities and providing
citizens with easy accessibility to information. Additionally,
project risk is a major concern, given that about one-third
of projects in 2007 were added to the 'management watch list'
based on lack of performance measures, project management
